Over one hundred and twenty years ago all the World's major cities set their own time. This was done by setting the clocks for 12 noon which was when the sun was at its highest above each city.
And so even cities that were close by to each other had different times as the sun was always at its highest at a different time - for instance it would be 6:00PM in New York City and it would be 6:12PM in Boston as in Boston it's about 3 degrees east of New York City so the sun sets differently.
This way of setting time zones worked well, until that was modern transportation and communication became popular.
So in the late 1870s Canadian railway engineer and planner Sir Sandford Fleming, and the railroad companies of the day, thought about time zones and in 1883 the time zones were used.
The time zones worked well and in 1884, at an International conference in Washington, D.C. , the current world time zones were set.
The whole world was divided into 24 different time zones, each one a long strip from North Pole to South Pole, about 15 degrees of longitude wide and about one hour difference in time.
And as there are 24 hours in a day, dividing the earth into the 24 time zones meant that everybody was using a time zone very close to their local time.
Even today nearly all Countries across the World use this way of setting the time.
